“I keep my cans in the garage and the smell was unreal by August. TidyCan comes on my trash day and I genuinely don’t think about it anymore. Wish I’d done this years ago.”

Athens requires your cart off the curb by 8:00 a.m. the day after pickup, and the lid closed at all times. TidyCan cleans your bin on the same day Athens Sanitation empties it, so it goes back beside the house clean instead of sour. Service starts at $30 every 4 weeks for up to two bins.

Athens has an actual deadline for getting your cart back in

Most cities tell you when to put the cart out. Athens tells you when to bring it back. Section 46-96(c) of the city code sets the whole window: carts go to the curb no sooner than the afternoon before your pickup day and no later than 6:00 a.m. on the day of pickup, and they must be removed from the curbside by 8:00 a.m. on the day following your scheduled collection.

Latest itmay be put out.8:00 a.m.Day after pickup. Cartmust be off the curb.
The window set by Athens Code of Ordinances § 46-96(c), codified through Ordinance 2025-2393.

That is a tighter rule than most Limestone County residents realize, and it has a side effect nobody enjoys. The cart comes back up the driveway within a few hours of being emptied, still wet, still coated, and then sits next to the garage for another week. Whatever was in it in July is still in it, just concentrated.

The same section also requires that solid waste stay in carts “with lids closed at all times.” A closed lid on a 96 gallon cart in an Alabama August is the reason the smell gets so bad so fast. It is not a ventilation problem you can fix by propping the lid.

Athens cart rule What the code says
Earliest to the curb The afternoon before your pickup day
Latest to the curb 6:00 a.m. on pickup day
Back off the curb by 8:00 a.m. the day after pickup
Lid Closed at all times
Liquids Not allowed in the cart

The cart is the city’s, but the mess is yours

“Every person shall dispose of solid waste in a clean and sanitary manner… It is the responsibility of the residential customer to keep solid wastes contained in the cart.”

Athens Code of Ordinances § 46-96(i)

Athens provides one 96 gallon cart per residential account, and the city expects it to last about 15 years. The cart stays with the property address and cannot be taken along to a new house. If it breaks through normal wear and tear, the city replaces it free. If it is damaged through abuse or neglect, the replacement fee is $50.

Here is the part that matters for anyone who has looked into a bin they would rather not touch: the code makes cart care the customer’s responsibility, and requires waste to be disposed of “in a clean and sanitary manner.” Neither the city’s published sanitation pages nor Chapter 46 of the code offers a cart cleaning service. You cannot trade a filthy cart for a fresh one, and nobody is coming to wash it. That leaves exactly two options, and one of them involves your own garden hose and driveway.

Athens Sanitation, for reference: Public Works Building, 1600 Elm Street West, 256-233-8747. Collection runs once a week on your assigned day. Bulk trash is capped at about four cubic yards a week and has to be out by 6:00 a.m. as well.

Recycling in Athens runs on a different clock

Garbage is weekly. Recycling is not, and it is split geographically. Athens collects recycling on the first and third Mondays for addresses west of U.S. 31, and the second and fourth Mondays for addresses east of it. In a month with a fifth Monday, there is no recycling pickup on that Monday.

That means a recycling cart can go three weeks between collections, holding rinsed-but-not-really-rinsed containers the entire time. It is the bin people forget about and the one that tends to be worse when they finally look.

Why North Alabama summers are the whole problem

This is not a matter of opinion. NOAA’s 1991 to 2020 climate normals for Huntsville International Airport, the closest full reporting station to Athens, put the average high at 91.5°F in July and 91.3°F in August, with roughly four inches of rain a month. Hourly normals for mid-July show the dew point sitting between 69.5°F and 71.4°F all day long.

A dew point near 70°F is the standard threshold for air people describe as oppressive. It is also close to ideal conditions for bacteria and maggots inside a sealed plastic container that has food waste in the bottom and no airflow. Six weeks of that is what turns a cart into something you hold your breath to open.

Athens is growing, and the carts are new but the problem is not

The Census Bureau put Athens at 32,587 people in 2024, up from 25,434 at the 2020 count. That growth is visible in the rezonings coming through city council, including the Brookhill Cottages and Douthit Estate subdivisions and a 255 lot residential approval west of Cambridge Lane near U.S. 72.

New construction means a new cart on a new driveway, and new homeowners who have not yet learned what the inside of that cart looks like in month four. The historic side of town has the opposite issue: the Robert Beaty, George Houston, and Athens State College districts have narrow drives and detached garages, so the cart often lives closer to the back door than anyone would like.

  • Self-contained truckOur truck carries its own water and power, so nothing is connected to your house.
  • 200°F washWashed inside and out with high pressure water heated to 200°F.
  • Sanitized and deodorizedThen set back where it belongs, ready for the week.
  • Nothing down your drivewayNo harsh chemicals, and the wastewater leaves with us rather than running down your driveway into the storm drain, which the code prohibits anyway.
